Call for Proposals: Provision of Training Services on Fish Hygienic Handling and Value Addition, Seaweed Value Addition, and Boat and Engine Maintenance in Kenya

You are kindly invited to submit a technical and financial proposal relating to Kilimo Trust’ Call for Proposal /RFP# KT - KE -1076 to provide Training Services on Fish Hygienic Handling and Value Addition, and Boat and Engine Maintenance.

1. Background

Kilimo Trust is a regional agricultural development organization registered in Uganda and operating across five East Africa Community Partner States. With funding from the Mastercard Foundation, KT is co-implementing the five-year Women and Youth Economic Empowerment in Fisheries through Inclusive Market Access (WYEEFIMA) with other five partners. Kilimo Trust is charged with building capacity of women and youth to participate in fish cross border trade and take work opportunities thereof.

2. Description

Kilimo Trust is seeking to engage a competent and reputable service provider to deliver professional training services in the following:

  • Fish hygienic handling and value addition – focusing on best practices in hygienic fish processing, preservation & value addition (either two or all these options: chilled/frozen, sun-dried/salted, smoked, and deep-fried products), storage and product quality, aimed at improving post-harvest handling and market readiness.
  • Seaweed processing and value addition – best practices in hygienic seaweed processing and value addition into marketable products, appropriate seaweed packaging, labeling, and storage tailored to the specific value addition method applied.
  • Boat and engine maintenance – covering practical trainings on the operation, preventive maintenance, repair and safety aspects, fishing and transport boats and outboard motors.

3. Scope of work

The selected service provider shall:

a) Design a detailed short training curricula and deliver comprehensive training modules and schedules for one or both of thematic areas above.

b) Provide training materials, demonstrations, and practical sessions for participants at your facility and /or all or some project locations in Turkana, Kisumu, Siaya, Busia, Migori, Homa Bay, Kwale and Kilifi.

c) Conduct training for approximately 1,000 participants (700fish hygienic handling and value addition; 100 seaweed value addition and 200 boat and engine maintenance) within the period, locations and areas indicated in the tables. Issue them with completion certificates recognized by the Technical and Vocational Education and Training Curriculum Development, Assessment and Certification Council (TVET CDACC).

d) Submit a detailed report including participant attendance lists, evaluations and recommendations.

4. Proposal requirements

Interested and qualified service providers are requested to submit their proposals containing the following information:

  • A detailed technical proposal outlining the training approach, curriculum framework, and trainer qualifications.
  • A financial proposal providing a detailed breakdown of all costs, inclusive of taxes and other relevant charges (Kindly use the attached budget template to itemize all the costs).
  • A valid company profile, copies of registration certificates, tax compliance, and references from similar previous assignments.

5. Submission instructions

All proposals must be submitted via email clearly marked: “CFP: Provision of Training Services on Fish Hygienic Handling and Value Addition, Seaweed Value Addition, and Boat and Engine Maintenance in Kenya

All questions and inquiries related to this request must be submitted prior to the closing date for questions shown above. All “Offerors” must submit their questions to Kilimo Trust via this email address: procurement@kilimotrust.org. The deadline for questions will be not later than Thursday, March 9, 2026, 16:00 hrs.

Proposals will be evaluated based on technical capacity, relevance of experience, proposed methodology and cost-effectiveness. Kilimo Trust reserves the right to accept or reject any or all proposals, to annul procurement process and to reject all proposals at any time without incurring any liability to the affected bidders.
